Since 11 september 2001, the USA has imposed an ISPS (International Ship and Port Facility Security) code which requires, among other things, a strict identity control of people entering the terminals. 

They are to reachthe GMP ISPS department within at least the deadlines shown in the below, completed and accompanied by a clear and readable photocopy of the applicant's identity card, paasport or currently valid redident's permit (not their driving license).

For clearing agents, written justification (customs invoice, ordnance letter, etc...) is required.
